The Bharat New Vehicle Safety Assessment Program (BNVSAP) is a proposed New Car Assessment Program for India and it is introduced by Union minister of road transport & highways, Shri Nitin Gadkari. Under this Programme, Cars sold in the country will be assigned by star ratings based on their safety performance. It will be implemented in phases, according to the plans being drawn up by the National Automotive Testing and R&D Infrastructure Project. It is the 10th National Car Assessment Programme in the world and is being set up by the government of India. The program was expected to begin mid-2014 but lack of infrastructure and delay in setting up labs and other facilities it is postponed to start from 2017. Within two years of implementation, new cars sold in India will need to comply with voluntary star ratings based on crash safety performance tests. Critical safety features such as airbags, ABS and seat belt will become standard in cars sold in India resulting from rankings and mandatory crash testing. It is mandatory for a car to clear car crash safety test such as Offset front crash, side crash, and rear crash impact tests required by 2017. Cars will gradually have to meet more stringent norms such as pedestrian protection, whiplash injury and child restraint systems standards and requirements. The proposed speed for offset frontal crash testing vehicles under Bharat National Car Assessment Programme is 56kph which is lower than Global NCAP’s proposal of 64kph. The Indian automotive safety standards have been criticized as being insufficient and ineffective. India has the world’s sixth-largest car market but is still the only country among the global top ten car markets without a testing program that measures the safety of vehicles

The car testing protocols are defined by Automotive Research Association of India (ARAI) as follows:

  1. Frontal offset testing (64 kmph proposed)
  2. Side impact testing
  3. Pedestrian protection testing
  4. Rear impact testing
  5. Child dummy dynamic crash testing

  1. Cars sold in the country will be assigned by star ratings based on their safety performance
  2. Critical safety features such as airbags, ABS, and seat belt will become standard in cars sold in India resulting from rankings and mandatory crash testing
  3. It is mandatory to car crash safety testy such as Offset front crash, side crash, and rear crash impact tests required by 2017
  4. Cars will gradually have to meet more stringent norms such as pedestrian protection, whiplash injury and child restraint systems standards
  5. More than 50,000 fatal accidents take place in the country due to over-speeding and hence the government is planning to make audio warnings mandatory in vehicles
