Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY)

Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) launched by Government of India in September 2015 for the welfare of tribal’s and other affected persons in mining areas. Under this scheme, the mining companies will need to contribute 10% to 30% of royalty for the welfare of people directly or indirectly affected by mining. Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) aimed to provide basic amenities and for the welfare of areas and people affected by mining-related operations, using the funds generated by District Mineral Foundations (DMFs). The main objective of this scheme to implement various developmental and welfare projects/programs in mining-affected areas that complement the existing ongoing schemes/projects of State and Central Government. The highest priority has been given to drinking water supply, healthcare, sanitation, education, skill development, women & child care, the welfare of the aged and disabled people, environment and skill development. These areas will use around 60% of the total share of the funds. Rest of the funds will be used in making roads, bridges, waterways projects, irrigation and alternative resources. The money in this scheme would come in the form of District Mineral Foundations (DMFs). The parliament had enacted the Mines and Minerals (Development & Regulation) Amendment Act, 2015, which came into force on 12 January 2015 (On that date, President had signed the MMDR Amendment Ordinance). This amendment mandated establishment of District Mineral Foundations (DMFs) in all mining districts of the country

Benefits of Pradhan Mantri Khanij Kshetra Kalyan Yojana:

  • Benefits for tribal’s and other affected persons in mining areas
  • Benefits of 10% to 30% of royalty for welfare of people directly or indirectly affected by mining

The objective of Pradhan Mantri Khanij Kshetra Kalyan Yojana:

  1. To implement various developmental and welfare projects/programs in mining-affected areas that complement the existing ongoing schemes/projects of State and Central Government
  2. To minimize/mitigate the adverse impacts, during and after mining, on the environment, health and socio-economics of people in mining districts
  3. To ensure long-term sustainable livelihoods for the affected people in mining areas by including all aspects of living, to ensure substantial improvement in the quality of life
  4. The aspects include High priority areas like drinking water supply, health care, sanitation, education, skill development, women and child care, welfare of aged and disabled people, skill development and environment conservation will get at least 60 % share of the funds
  5. For creating a supportive and conducive living environment, balance funds will be spent on making roads, bridges, railways, waterways projects, irrigation and alternative energy sources

Funding for Pradhan Mantri Khanij Kshetra Kalyan Yojana:

  1. The government notified the rates of contribution payable by miners to the District Mineral Foundations (DMFs) as follows:
  • Mining leases executed before 12th January 2015 miners will have to contribute an amount equal to 30% of the royalty payable by them to the DMFs
  • Mining leases are granted after 12th January 2015 the rate of contribution would be 10% of the royalty payable
  • The DMFs in all districts will use this additional income for implementation of Pradhan Mantri Khanij Kshetra Kalyan Yojana

Implementation of Pradhan Mantri Khanij Kshetra Kalyan Yojana:

  1. The Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) will be implemented by the District Mineral Foundations (DMFs) of the respective districts using the funds accruing to the District Mineral Foundations (DMFs)
  2. The Central Government has issued a directive to the State Governments, under Section 20A of the MMDR Act, 1957, laying down the guidelines for implementation of PMKKKY and directing the States to incorporate the same in the rules framed by them for the District Mineral Foundations (DMFs)
