Assam Tea Industries Special Incentive Scheme

To boost the production of orthodox or specialty tea and ensure holistic development of the tea industry in the state

On July 4, 2021 Chief Minister of Assam Mr. Himanta Biswa Sarma launched Assam Tea Industries Special Incentive Scheme (ATISIS) for the giving a boost to the Tea industry in the state. This launch was announced at a programme held at Assam Administrative Staff College in Guwahati. Under this scheme incentives will be provided to the tea manufacturing units which produce orthodox or specialty tea. Incentives will be provided to the tea gardens under this scheme. The state government will provide interest subvention of 3% on the working capital loan along with production subsidy and other benefits to the tea manufacturing units. This scheme aims at overall development of the tea garden population across the state. Total annual outlay of this scheme is estimated about Rs. 300 crores.

Scheme Objectives and Benefits:

  • The main objective of this scheme is to boost the tea industry in the state.
  • It aims at increasing the production of orthodox or specialty tea in the state
  • Under the scheme, tea manufacturing units producing orthodox or specialty tea will be provided with an interest subvention of 3% on all working capital loans per annum up to a maximum of Rs 20 lakhs
  • Production subsidy of Rs. 7 per kg will be provided to the beneficiaries
  • 25% capital subsidy to set up plant and machinery up to a maximum of Rs. 30 lakhs for the production of orthodox tea will also be provided
  • Agriculture income tax holiday for 3 continuous years is allowed
  • This scheme will help boost the tea industry in the state which is going through rough times due to the pandemic
  • It aims at increasing tea production in the state thereby inducing exports

Scheme Details:

  • Assam Tea Industries Special Incentive Scheme (ATISIS) is launched by Chief Minister Himanta Biswa Sarma on Sunday, July 4, 2021 in a programme held at Assam Administrative Staff College in Guwahati
  • This scheme is mainly launched to boost the production of Orthodox or Specialty tea in the state which contributes 11% of the total tea production in the state
  • Remaining tea production constitutes of CTC tea
  • Cost of production of orthodox tea is about 20-25% higher than the CTC tea and this scheme aims at bridging this gap
  • Orthodox or specialty tea has a good demand in the overseas market and thus this scheme aims at increasing exports of the tea
  • Under this scheme tea manufacturing units producing orthodox or specialty tea will be provided with incentives
  • An interest subvention of 3% on all working capital loans per annum up to a maximum of Rs 20 lakhs will be provided
  • Production subsidy increasing production and capital subsidy for setting up of plant and machinery for production will also be provided thereby contributing to increased exports
  • Agriculture income tax holiday for 3 continuous years is allowed
  • It will help the tea gardeners to earn a sufficient earning
  • Tea manufacturing units are requested by the government to start filing for reimbursement as soon as possible
  • First payments are expected to be made by August, 2021
  • This scheme will be in operation for 3 years from April 1, 2020
  • 50 crores are planned to be spent for campaign and publicity for Assam tea in the overseas market
  • It is planned to appoint an international brand ambassador for the same
  • This scheme will ensure holistic development of the tea garden population
  • Total estimated outlay of the scheme is Rs. 300 crores per annum
