What is driving license?

The driving license is the official document which authorizes its holder to operate various types of motor vehicle on highways and some other roads to which the public have access. In various Indian states, they are administered by the Regional Transport Authorities/Offices (RTA/RTO). A driving license is required in India by any person driving a vehicle on any highway or other road defined in the Motor Vehicles Act, 1988. The driving license permits you to drive or ride a vehicle based on your meeting the basic criteria laid down when it comes to driving. The driving license can be used as an identity proof of person

Document required for applying For Learner’s license:

  1. Address Proof : Electoral Roll/Life Insurance Policy/Passport/Pay slip issued by any office of the central government/ State Government or a local body/any  other document or documents as may be prescribed by the state government/affidavit sworn before an executive Magistrate or a first class Judicial Magistrate or a Notary Public to be enclosed
  2. PAN card is compulsory
  3. Date of birth Proof: Birth certificate/ school certificate/ affidavit sworn before an executive magistrate of first class judicial magistrate or a Notary Public  to be enclosed
  4. Parents Consent: The written consent of parent guardian (in the case of applicant being a minor)
  5. Medical Certificate: Medical Certificate issued by qualified doctor needs to be enclosed, form 1-A
  6. Photos: One Passport photo size to be uploaded as attachment
  7. Forms can be downloaded from http://www.goatransport.gov.in/forms.php

Required eligibility for application:

  1. A person who has completed 18 years of age can get a license for M/cycle and Light Motor Vehicles
  2. A person who has completed 20 years of age can get a license to drive professional and Light Transport Vehicles such as M/Cycles, Taxis, Auto rickshaws, P/Ups, etc.
  3. A person who has completed 16 years of age but below 18 years of age can get a license for M/cycles not exceeding 50c.c.
  4. Applicants must have a Learner’s license before applying for a permanent driving license

Online application procedure:

  1. Applicant should visit official website mentioned next for filling online application form https://egov.goa.nic.in/niceservices/RTO/Form2_final.aspx . Next window will appear which will look this posted below
  2. First, fill online application form with relevant information
  3. You can download other forms onto your computer and fill in the information requested (such as vehicle details, personal details etc.)
  4. Once you have filled in all the relevant details, upload the documents required and submit the form. You will have to carry the originals when you visit the RTO for your driving test
  5. Once you have submitted your application form and received a notification regarding your eligibility to take the test
  6. An applicant is requested to retain the Application Reference Number that shall be provided on successful submission of the application. The status of the same shall be made available through SMS/Email
  7. This enables you to choose a test date and time that is convenient for you, and also ensures your test takes place on the selected date
  8. Once the appointment slot has been fixed, you will have to be present at the RTO with your original documents as mentioned in your application form
  9. If you pass the test successfully, you will be issued with a Driving License, which will be sent by post to the address mentioned in the application form

  1. For Learner’s license: Not more than Rs. 30
