Rajeev Gandhi Vidyarthi Apghat Sanugrah Anudan Yojna

In an attempt to ease the financial burden on students meeting with accidents, the State government has decided to provide them with an insurance cover under the ‘ Rajeev Gandhi Vidyarthi Apghat Sanugrah Anudan Yojna’ Under this scheme, families of students who lose their lives in an accident will get financial benefit. The State government had started the insurance scheme for school students from 2003. However, the poor service reportedly given by insurance companies was brought to the notice of the State government, which then decided to scrap the scheme. Over the last two years, instead of implementing the scheme with the help of insurance companies, the State government decided to run it on its own, on a pilot basis. Under this programme, the State government has settled claims amounting to Rs 2.72 crore for 403 students in 2011-12 and Rs 2.38 crore for 329 students in 2012-13. As the scheme got a good response and students were getting almost the entire claim amount, there was a demand to implement it permanently. Agreeing to this demand, the State Education Department decided to implement the ‘Rajeev Gandhi Vidyarthi Apghat Sanugrah Anudan Yojna’ permanently from this year and issued a circular in this regard recently to all departments concerned, including municipal corporations and zilla parishads in the State. A committee headed by the district collector will take the final decision on claims and approve the amount after verifying all documents, including the first information report (FIR).

Benefits of Rajeev Gandhi Vidyarthi Apghat Sanugrah Anudan Yojna:

  • This scheme gives the benefit in the form of Financial assistance
  • Accidental death of student will get Rs. 75,000/-
  • Permanent handicapped due to accident (2 organs/ two eyes or 1 organ condemned) will get Rs. 50,000/-
  • Permanent handicapped due to accident ( 1 organ or 1 eye permanently condemned will get Rs. 30,000/-
  • Medical expenditure due to accident will get Maximum Rs. 2000/- for treatment and Maximum Rs. 10,000/- for operation
  • Loss of books in accident will get Maximum Rs. 350/-
  • Reimbursement of Exam Fees when not appeared for exam. due to accident will get Maximum Rs. 650/-
  • Loss of cycle or other things due to accident will get Maximum Rs. 1,500/-
  • Loss of spectacles due to accident will get Maximum Rs. 750/-

Required eligibility and conditions for applying Rajeev Gandhi Vidyarthi Apghat Sanugrah Anudan Yojna:

  1. The scheme will be applicable to all the girls and boys students of Std. 1st to Std. 10th
  2. The responsibility of making proposals of student grant is that of their parents and headmaster of concerned school / block education officer/education officer (primary / secondary)/education inspector
  3. The following will not be included under this scheme
  • Attempting suicide.
  • Suicide or intentional self-injured
  • Accident while violating the law for purpose of committing crime
  • Accident happened under the influence of drugs
  • Natural death
  • Accident happened due to motor race
  1. On death of student, under this scheme the amount of Ex-Gratia grant should be paid as per following priority
  • Student’s mother
  • Student’s father in case mother does not survive.
  • If both the parents do not survive then the brother above 18 years of age or unmarried sister or guardian
  1. This scheme given coverage to student for 24 hours in a day
  2. Students of Secondary & Higher Secondary School should contact with Secondary education Department of Z. P.

Document Required for Rajeev Gandhi Vidyarthi Apghat Sanugrah Anudan Yojna: (As Applicable)

  1. FIR
  2. Place Inquest
  3. Post-mortem report of deceased student countersigned by civil surgeon
  4. Death certificate countersigned by civil surgeon
  5. Final certificate by doctor of reason of accident countersigned by civil surgeon (certificate of permanent handicapped)

Application Procedure:

  1. The parents/Guardians of the student should contact to collector office or the school in which the student is studies
  2. The responsibility of submitting the proposals to the above committee for Std I to Std VIII and for Std IX to Std XII will be that of Education Officer (Primary) and Education Officer (Secondary), Zilla Parishad respectively
