Subsidized Farm Machineries for Farmers Scheme (परली जलानेसे रोकथाम के लिए कृषि सयंत्र सब्सिडी और सयंत्र बैंक): promotion of agricultural mechanization for in-situ management of crop residue

The Government of India has announced a new scheme to provide subsidised farm machineries to farmers in Delhi and adjoining states. The scheme is called as Promotion of agricultural mechanization for in-situ management of crop residue scheme (परली जलानेसे रोकथाम के लिए कृषि सयंत्र सब्सिडी और सयंत्र बैंक). The scheme is announced by the Cabinet Committee on Economic Affairs (CCEA) to address the issue of stubble burning and curb air pollution in Delhi and surrounding areas. A budget of Rs. 1,151 crores is alloted for the scheme.

Air pollution in the national capital Delhi and surrounding areas has been a major issue for past couple of years and is endangering health in the region. Stubble burning (परली जलना) of the crops residue in the surrounding states has been the major cause for air pollution. The state and central government tried many options to discourage farmers but still hasn’t helped much since the stubble burning has been practiced for ages now and alternatives are not affordable due to non-availability and increased cost of labor.

Subsidized Farm Machineries for Farmers Scheme Eligibility:

  • Farmers in Delhi and neighboring states only can apply
  • Individual farmers, Cooperative Society of Farmers, Farmer Producers Organizations (FPO), Self Help Groups, Registered Farmers Societies, Private Entrepreneurs and group of women farmers

Promotion of agricultural mechanization for in-situ management of crop residue scheme: How to apply?

  • Under the scheme financial assistance of 80% of the project cost will be provided to cooperative society of farmers, farmer producers organisations (FPO), Self Help Groups, Registered Farmers Societies, Private Entrepreneurs and group of women farmers
  • Financial assistance of 50% of the machinery cost will be provided to individual farmers
  • Farm Machinery Bank will be setup and farmers which they can use to hire farm equipments

  • A scheme to provide subsidized farm machineries to farmers in Delhi and adjoining states (Uttar Pradesh, Haryana and Punjab)
  • A scheme to discourage farmers from stubble burning of crops residue
  • Budget of Rs. 1,151 crores is alloted to the scheme
  • Implementation will be done in next 2 years
  • Rs 591.65 crore will be spent in the 2018-19 fiscal and the rest 560.15 crore in the next financial year
