The Government of Bihar under its flagship program 7 Nishchay Program has announced Bihar Student Credit Card Yojna (BSCCY) for students in the state. The scheme helps poor and under privileged students in the Bihar with financial assistance for higher studies.

What is 7 Nishchay Program? It is a flagship program launched by the Chief Minister of Bihar Shree Nitish Kumar for the development of Bihar and to provide good governance in the state. The objective of the program is to empower youth in the state and by providing them financial support during studies and job or self-employment opportunities.

What is Bihar Student Credit Card Yojna (BSCCY)?

  • The government of Bihar will provide financial support to the 12th pass students in the state who cannot afford higher studies due to financial limitations
  • Under the scheme 12th pass students will be associated with banks and will be given loan for higher studies if required
  • The scheme started on 2nd October 2016
  • BSCCY was announced as one of the important item in the Developed Bihar 7 Nishchay Program aimed at providing good governance

Bihar Student Credit Card Yojna (BSCCY): Objective

  • The education loan will be given to all the eligible students across the state during 2016 till 2021
  • Government is expecting that between 5,00,000 to 9,00,000 students will enroll for the scheme every year in next 5 years
  • Though government is prepared to support all the eligible students who apply for the scheme even if the number of students cross the number which government expected every year
  • In case the student is not able to repay the education loan given to him, the government of Bihar will pay the mortgage along with interest and penalty under the BSCCY scheme
  • Under the Bihar Student Credit Card Yojna (BSCCY) a maximum of Rs. 4 lakh can be given to the eligible students as loan from the bank
  • Bank can provide loan of any amount to the eligible student but only Rs. 4 lakh is covered under BSCCY

Eligibility  for Bihar Student Credit Card Yojna (BSCCY) / Who can apply for Bihar Student Credit Card Yojna (BSCCY)?

  • Students who are residents of Bihar state
  • Students who studied and passed class 12th in Bihar
  • Students who studies in the government authorized schools / broads can apply
  • Poor and under privileged students who cannot afford higher education and want to go for higher studies
  •  BSCCY loan can be given for courses such as vocational and technical courses as well such as BA, BSc, Engineering, MBBS, Management, Law etc
  • If the hostel cannot be alloted to the students then such students will be given allowance provided they provide hospital unavailability certificate from the college
  • Age Limit: Applicant should not be more than 25 years of age on the date of application
  • Candidates who are already graduate will not be eligible for second degree under the scheme
  • If the beneficiary leaves the eduction in the middle then he wont get the remaining loan amount

  • AADHAAR card
  • PAN card
  • 10th and 12th certificate and markshits
  • Scholarships or concessions certificates
  • Admission certificate
  • Applicant, father and mother`s passport photograph
  • Family`s income certificate (Form 16)
  • Last 2 years income tax returns
  • Family`s last 6 months bank statements & AADHAR card
  • Address proof
  • Identity proof
  • Income tax and property tax payment receipts
  • BSCCY application form

Step by step online application procedure for Bihar Student Credit Card Yojna (BSCCY):

STEP 1: Applicant`s can use online portal or mobile app to register online for the BSCCY (BSCCY online registration portal / Yuva Nischay Mobile App)

STEP 2: Upon registration you will get One Time Password (OTP) via registered mobile and email

STEP 3: Now login with registered user id and password

STEP 4: Provide all the required information about you

STEP 5: Upload all the required documents

STEP 6: Submit the application and download the receipt and keep it for further references
