Financial Assistance Scheme to support Start-ups, Haryana

To provide assistance and encourage the new and existing start-ups thereby creating a strong start-up ecosystem in the state.

Haryana government newly started Financial Assistance Scheme to support Start-ups in the state. This scheme was launched by Chief Minister Manohar Lal Khattar. Under this scheme the state government will provide a seed grant of upto Rs. 10 lakhs to the start-ups in the state. Along with the seed capital start-ups will also get lease rental subsidy of upto Rs. 5 lakhs, interest subsidy of 8% upto Rs. 20 lakhs, 100% SGST reimbursement for seven years and other such incentives. It will create new employment opportunities in the state. This scheme will cover the start-ups with Udhyam Registration Certificate (URC) and Haryana Udhyam Memorandum (HUM). Start-up firm/ unit must be in the line of commercial production or operation will be eligible under this scheme. This scheme intends to build strong startup ecosystem in the state.

Scheme Objectives and Benefits:

  • The main objective of the scheme is to support the new and existing start-ups in the state.
  • Under this scheme the state government will provide a seed grant of upto Rs. 10 lakhs to the start-ups in the state.
  • State government will also provide lease rental subsidy of upto Rs. 5 lakhs, interest subsidy of 8% upto Rs. 20 lakhs, 100% SGST reimbursement for seven years and other such incentives.
  • New job opportunities will be generated with more and more start-ups in operation in the state.
  • It tends to provide assistance to the start-ups to flourish.
  • This scheme will also enable increased productivity and innovation.
  • In the long run, it will impact increased economic growth and development in the state.

Scheme Details:

  • Chief Minister Manohar Lal Khattar launched Financial assistance scheme to support the startups in the state.
  • This scheme will operate under the Haryana Enterprises and Employment Policy 2020.
  • Under this scheme 100 startups in the A category blocks, 200 startups in B category block and 300 startups in C category blocks and 400 startups in D category blocks will be provided with seed capital.
  • This scheme will cover the start-ups with Udhyam Registration Certificate (URC) and Haryana Udhyam Memorandum (HUM).
  • Under this scheme the state government will provide a seed grant of upto Rs. 10 lakhs to the start-ups in the state.
  • Along with this the General startups will get 30% lease rental subsidy and startups with women founders will get 45% lease rental subsidy of upto Rs. 5 lakhs.
  • Interest subsidy of 8% upto Rs. 20 lakhs each year for a period of five years, 100% SGST reimbursement for seven years and 150% FCI (Fixed Capital Investment) will also be provided to the startups
  • State government will provide 100% reimbursement of expenses incurred for cloud computing or storage of Haryana based data centres for upto Rs. 1 lakh each year for a period of three years.
  • Financial assistance of Rs. 2.5 lakhs will be provided to startups to attends national acceleration programs and Rs. 5 lakhs for international acceleration programmes.
  • Five member committee will be set up for selecting startups for providing seed grant.
  • Under this scheme the state government has also decided that Director General, Micro, Small and Medium Enterprises will sanction the subsidies within thirty days of claim completion.
  • In case of frauds at any stage, the startup committing fraud will have to refund entire assistance amount with a compound interest of 12% per annum.
  • This scheme tends to create new job opportunities for the youth in the state
  • This scheme will build a strong base and ecosystem of start-ups in the state.
