What is Non Creamy Layer Certificate?
It’s a certificate given to OBC candidate stating that annual income of the candidate parents does not exceed 6 lakhs from all sources. This certificate makes the candidate eligible to take benefits of reservation given to OBC candidate in government recruitment, scholarships or other schemes. Not having a noncreamy layer certificate will make reservations nonapplicable to the candidate even if he belongs to OBC. Only Non-Creamy layered OBC candidate (Parents income less than 6 lakhs per annum) get the benefit of 27% Reservation in Government jobs, scholarships etc.
Required eligibility and conditions for applying Non-Creamy Layer Certificate:
- Candidate who belongs to OBC category can apply
- Candidate whose family income is not more than Rs. 6 lakh per annum
- Candidate must be permanent resident of India
Required Documents for applying Non-Creamy Layer Certificate:
- Proof of Identity: Passport/Ration Card/Aadhar Card/ Voter ID Card
- Proof of Address: Passport/Ration Card/Aadhar Card/Electricity Bill/Voter ID Card/Water Bill/Driving License
- Mandatory Documents: Income proof/Affidavit for caste/Proof of caste for self
- Other Documents: Proof of caste of a relative/ Property tax receipt/If applicant migrated from other state or district, then caste certificate of applicant’s father issued by competent authority in that state or district
Application procedure

- Post visiting this link a window will appear which will look like the same image posted below. Then click on Right to Service (RTS) button
- Then next window will appear which will look like the second image posted below
- Then click on login or create new user account. Once it created, log in using username and password. Window will appear which will look like posted image below
- Then search for Revenue Department and click on it. Then click on Revenue Services then click on Non-Creamy Layer Certificate and click on The image will appear which will look posted image below
- Then fill necessary information required. A window will appear this will be an application form. Fill it carefully and click on submit
- Then a window will appear which shall ask you to upload the required documents. Click on upload documents.
- Once documents are uploaded click on submit a window will appear which will ask you for payment then select proper payment option, make payment and submit
- Then after 5 to 6 days you can download soft copy of Non-Creamy Layer Certificate by login to Aaple Sarkar
