The Kalpataru Scheme is an employment generating scheme of Government of Assam (Human Resource and Development). The main goal of the scheme is to provide the unemployed youths a source of income generation through self-employment and to bring them above the poverty line. Under the Kalpataru scheme, financial support is provided for self-employment in agriculture, industry and service sector. Educated unemployed of BPL families who have not availed government loans or assistance from other sources he can get benefits under this scheme. Financial assistance will be provided through cheque or bank loan
Benefits of Kalpataru Scheme:
- The Kalpataru Scheme provides benefits in the form of financial assistance to start self-business to unemployed youth of BPL families in the state. The structure of financial assistance is mentioned below. The scheme provides benefits in three component
- Kalpataru Component 1
- Maximum amount: Rs. 7,000 of loan can be given
- Beneficiary contribution: Nil
- Target area: Small enterprises like Piggery, Poultry, Rickshaw, Pan shop, Silk Worm Rearing, Saloon, Tailoring etc
- Eligibility: Unemployed youths from families having an annual income below Rs. 30,000
- Kalpataru Component 2
- Minimum amount: Rs. 7,000 – 40,000
- Beneficiary contribution: 20% (or less if bank loan is more) means applicant need to contribute
- Target area: Scheme normally taken up by the Assam Khadi Village Industries Board and Rural Employment Guarantee Programme
- Eligibility: Unemployed youths with some financial resources and their families having an annual income below Rs. 60,000
- Kalpataru Component 3
- Maximum amount: Rs. 40,000 – 75,000
- Beneficiary contribution: 20% (or less if bank loan is more) means applicant need to contribute
- Target area: Any medium type of microenterprise that is normally financed and supported by Industry and Commerce Department
- Eligibility: Unemployed youths with some financial resources to invest an annual family income below Rs. 60,000
Required eligibility and conditions for applying Kalpataru Scheme:
- Eligibility for taking a loan under Kalpataru Component 1 is unemployed youths must be from families having an annual income below Rs. 30,000
- Eligibility for taking a loan under Kalpataru Component 2 and 3 is unemployed youths must be with some financial resources and their families having an annual income below Rs. 60,000
- Applicant candidate must be permanent residents of Assam state and belong to BPL families
Document required for applying Kalpataru Scheme:
- BPL ration card
- Aadhar card
- Permanent residence proof e.g. certificate from residence authority
- Documents related to business for which applicant is applying for loan if have
- Identity proof
- Passport size photograph

Application procedure:
- For Component I and II, applications are invited through public advertisement and screened by the Deputy Commissioner
- For Component III, applications are invited by the General Manager of District Industrial Centre (DIC)
- The selection is done at the district level by a Committee chaired by the Deputy Commissioner for all the components
