Pandit Deendayal Upadhyay Shramev Jayate Karyakram was introduced in October 2014 by Government of India. The main Objective of this scheme is to create the conducive environment for industrial development and doing business with ease and also expanding government support to impart skill training for workers. The government started five main schemes under the Pandit Deendayal Upadhyay Shramev Jayate Karyakram which are a dedicated Shram Suvidha Portal, An all-new Random Inspection Scheme, Universal Account Number (UAN), Apprentice Protsahan Yojana, and Revamped Rashtriya Swasthya Bima Yojana. The Pandit Deendayal Upadhyay Shramev Jayate Karyakram saw the participation of senior Labour, Health and Technical Education Ministers from over 20 states including Madhya Pradesh, Rajasthan, Bihar, Odisha, Chhattisgarh, Assam, Karnataka, Meghalaya, Pondicherry etc.

The Five Main Schemes Launched Under Pandit Deendayal Upadhyay Shramev Jayate Karyakram:

• A dedicated Shram Suvidha Portal: That would allow Labour Identification Number (LIN) to nearly 6 lakh units and allow them to file online compliance for 16 out of 44 labour laws
• An all-new Random Inspection Scheme: Utilizing technology to eliminate human discretion in selection of units for Inspection, and uploading of Inspection Reports within 72 hours of inspection mandatory
• Universal Account Number(UAN): Enables 4.17 crore employees to have their Provident Fund account portable, hassle-free and universally accessible
• Apprentice Protsahan Yojana: Will support manufacturing units mainly and other establishments by reimbursing 50% of the stipend paid to apprentices during first two years of their training
• Revamped Rashtriya Swasthya Bima Yojana: Introducing a Smart Card for the workers in the unorganized sector seeded with details of two more social security schemes

Features of a Dedicated Shram Suvidha Portal:

1. This portal will give a good environment to the laborers and will improve the Industrial Development
2. With the help of Shram Suvidha Portal, the laborers will get a unique Labor Identification Number (LIN) for the laborers. The 7 lakh units will get this Labor Identification Number(LIN)
3. And the units can register online using this LIN
4. Whenever a particular laborer has any complaint against something, they can log on to the portal and lodge their complaint. Once online complaint is done they will get the solution to the same within the minimum possible Time
5. The entire database of the laborers will be at a single place. So, if a person wants to access any information, he/she can just log on to this portal

Features of Labour Inspection Scheme:

1. A computerized list of inspections to be generated randomly based on pre-determined objective criteria
2. Serious matters to be covered under the mandatory inspection list
3. Complaints based inspections to be determined centrally after examination based on data and evidence Mandatory uploading of Inspection Reports within 72 hours
4. Check on the arbitrariness in compliance mechanism

Features of Universal Account Number (UAN):

1. Digitization of complete database of more than 4 crores EPF subscribers and allotment of UAN to each of them
2. UAN is being seeded with Bank account and Aadhaar Card and other KYC details for financial inclusion
3. Portability of the Social Security Benefits through UAN to the labour of organized sector across jobs and geographic areas
4. EPF account of employees to be updated monthly and at the same time he will be informed through SMS
5. Direct access to their EPF accounts and will also enable them to consolidate all their previous accounts

Features of Apprentice Protsahan Yojana:

1. One of the main schemes under the Pandit Deen Dayal Upadhyaya Shramev Jayate Karyakram is Apprentice Protsahan Yojana. As the name suggests, this scheme will encourage apprentices
2. Currently, there are 2.9 lakhs apprentices in India. Government want to raise it to approx. 2 lakhs
3. The scheme was already there in the country but after proper consultation with state governments as well as industries, it is revamped. Now, it will provide better benefits to the laborers.
4. Now, under this scheme, it will become very easy for youth to approach the legal practices. Earlier, there was a lot of complications legal framework. Now, it is all very easy
5. The government is planning to increase the minimum wages of the employees
6. The scheme cover as many as one lakh apprentices

Features of Revamped Rashtriya Swasthya Bima Yojana:

1. 93% of workers in unorganized sector
2. RSBY revamped to ensure enhanced quality and access to services
3. Strengthened grievance redressal mechanism
4. Improved IT architecture for better access of services and monitoring of outcomes for beneficiaries
5. Linking the enrollment for the RSBY scheme with opening /seeding of Bank Account and allotment/seeding of Aadhar card for financial inclusion
6. Wellness check for preventive care introduced for the first time
7. Construction workers and beneficiary across different welfare cess are covered
8. Introduction of convergence of social security schemes namely Aam Admi Bima Yojna and National Old Age Pension Scheme on RSBY smart card through improved IT framework
