Hon. PM. Mr. Narendra Modi launched Property Card Scheme via webcast on October 11, 2020. This scheme is mainly launched for the benefit of people living in rural areas. Under this scheme property cards will be issued for the property owned by a person in village, this property card will be a proof of ownership as well as it can be used as security on the while taking loans. This scheme will be implemented under SWAMITVA Yojana. It is also mainly a solution for maintaining the records related to ownerships of land properties are correctly. It will tend to reduce the property disputes which are prevalent in the rural areas

Scheme Objectives and Benefit:
- The scheme aims to claim ownership and maintain records of all the residential property owned by villagers
- Property cards will be a proof of ownership to the property holders
- Property cards can be produced as security and this will enable the holder to get loan
- Use of technology in villages will lead to rural development
- It aims to reducing disputes in villages over property issues
- Property ownership will give the rural youth self-confidence thereby making them self-reliant
Scope of the scheme:
- This scheme aims to include all the 6,20,000 villages in India in the next 4 years
- Currently, an initial batch of 10,000 people from 750-763 villages across 6 states are included in this scheme
- The states covered are Maharashtra, Haryana, Madhya Pradesh, Karnataka, Uttar Pradesh and Uttarakhand
- Villages will count to 346 from Uttar Pradesh, 221 from Haryana, 100 from Maharashtra, 44 from Madhya Pradesh, 50 from Uttarakhand and 2 from Karnataka
- The respective state governments of these 6 states will provide a list of villages to be included in this scheme.
Key Points:
- Property Card Scheme is launched by the Central government mainly for tracing property ownership and reducing the property disputes in rural areas
- This scheme is implemented under Survey of Villages and Mapping with Improvised Technology in Village Areas (SWAMITVA) yojana
- Under this scheme property cards will be issued to the property owners thereby tracing the ownership
- Currently the scheme is implemented in villages across 6 states of the country
- Each property card will have a unique identity no. like Aadhaar card
- With the implementation of this scheme the land owner will get the legal rights of his property even if he doesn’t have the papers/ documents to claim his property
- Due to this scheme land owners will be able to use their land as their assets and thereby can be used for taking loans from banks
- Property cards, which will denote their ownership of the land and this will avoid illegal capture of property by any third person.
- Google mapping technique will be used for capturing the land details through Drones under SWAMITVA and then accordingly cards will be issued to the property holders
- Around 1 lakh property owners will be able to download the property cards via the SMS link sent on their mobile phones
- This would be followed by physical distribution of cards by the state governments
- Property ownership will give the rural youth self-confidence thereby making them self-reliant
- PM interacted with SWAMITVA yojana benefits during the launch event and also stated this as a biggest step in rural transformation
- He also stated it is a big step of the country towards ‘Aatmanirbhar Bharat’
