Skill Development Allowance Scheme is the scheme by the Himachal Pradesh Government to help the educated unemployed. According to the survey near about 68% of graduates in India are not capable of working in any kind of firm/company/organization. To overcome such conditions in the state the Himachal Pradesh government is on the mission to remove unemployment and make unskilled youths skilled one so that they can undertake desirous job as per their skills. Under the scheme the youths are given financial assistance to make them self-sufficient with money and take training to become expert in any of vocational fields like masonry, plumber, carpentry and more. These are the streams where highly skilled people are required and with the help of the scheme individual can gain the training with assistance he/she will be getting. Today even person clearing 8th standard works hard and may desire to take further education here it’s the time when he/she can get the benefit of the scheme.
Benefits of Skill Development Allowance Scheme:
- Allowance to unemployed: The unemployed youth will get allowance of Rs. 1000 per month for skill development
- Allowance to person with disability: Person with disability will get Rs. 1500 for skill development under scheme
- Eradication of unemployment: With skill development the youths will land up in better job and ultimately less unemployment
- Good news for MGNEREGA workers: The people working via Mahatma Gandhi National Rural Employment Guarantee Act (MGNEREGA) are not considered as employed and can use the allowances by the scheme to train themselves
- Skill development training: With allowances, more youth will enroll for skill training which will result in more employment
Eligibility for Skill Development Allowance Scheme:
- Must be the resident of Himachal Pradesh state
- He/She should be unemployed
- Must have passed minimum 8th standard from board/university/institutions recognized by Himachal Pradesh government
- His/Her family annual income should not be more than Rs. 2 Lakhs
- While applying he/she should be enrolled with any employment exchange office in Himachal Pradesh
- Should not be self-employed
- Age must be more than 16 years and less than 36 years
- He/She should not be dismissed government employee
- He/She should not be convicted of any offense resulting in imprisonment for a period of 48 hours or more
- Disabled person having 50% of permanent disability is only eligible for the scheme
Documents Required:
- Residential Proof (electricity bill, water connection bill, gas connection bill, ration card, voter id, Aadhar card, pan card or driving license)
- Aadhar Card
- Educational details (marksheets, degrees, diplomas if any)
- Birth Certificate
- Family’s income certificate
- Passport size photograph (preferably 2 but keep more copies)
- Medical report expressing disability condition (only for person with disability)
- Character certificate
- Bank passbook having (bank name, branch name, account holder name, IFSC & MICR code)

To apply for the scheme the beneficiary has to visit nearest Employment Exchange Office and inquire about the allowance, forms are available there itself.
