The Union Government of India has launched the first phase of Smart Ganga City Scheme in 10 cities located along River Ganga. The first phase of the programme was jointly launched by the Union Urban Development Minister M Venkaiah Naidu and Union Water Resources Minister Uma Bharti. Under this programme, Sewage Treatment Plants (STPs) and improve drainage network will be set up on hybrid annuity mode on the public private partnership basis. This programme initially implements in Haridwar, Rishikesh, Mathura, Varanasi, Kanpur, Allahabad, Lucknow, Patna, Sahibganj and Barrackpore cities. These cities have been chosen by the National Mission for Clean Ganga where the programme will be established in the first phase of infrastructure development. In the hybrid annuity model, a part of capital investment (up to 40%) will be paid by Union Government through construction linked milestones. The government also expands Smart Ganga City Scheme in other cities in future. Under this programme, Sewage Treatment Plants (STPs) and improve drainage network will be set up on hybrid annuity mode on public-private partnership basis. The government also plans to form the district level monitoring committees within the Ganga basin states
Features of Smart Ganga City Scheme:
- The first phase of Smart Ganga City Scheme implemented in 10 cities
- Under this programme, Sewage Treatment Plants (STPs) and improve drainage network will be set up on hybrid annuity mode on the public private partnership basis.
- In the hybrid annuity model, a part of capital investment (up to 40%) will be paid by Union Government through construction linked milestones.
- The balance amount will come through an annuity over the contract duration up to 20 years to ensure operational longevity of Sewage Treatment Plants (STPs)
Objectives of Smart Ganga City Scheme:
- For ensuring the effective abatement of pollution and development of the river Ganga, this scheme will adopt the river basin approach for promoting the intersectoral coordination for comprehensive planning and management
- Maintain the ecological flows within the river Ganga that aims to ensure water quality and a development that is environmentally sustainable
