The Government of India has announced Lateral Entry Scheme to the senior positions such as Joint Secretary in the Government of India. Now on UPSC exam is not compulsory to become IAS officer. With the lateral entry scheme experienced and motivated private sector professionals can become Joint Secretary in the government.

Lateral entrances into civil services will be hired on three year contract and appointed in various central government department based on their application and the expertise. The contract will be extended based on the performance. The Department of Personnel and Training (DoPT) is given responsibility of recruitment. The lateral entry was recommended by the Shashi Tharoor-led Parliamentary Standing Committee on External Affairs. NITI Aayog has also recommended lateral entry to tackle shortage of officers.

About Joint Secretary:

  • Generally senior bureaucrats (IAS officers) are appointed as Joint Secretaries in various government departments and ministries
  • They are head of the wing in secretariat of the ministries or departments
  • Reports to Additional Secretary or Secretary
  • Joint Secretaries contribute to decision making and policy making in the government
  • They play key role in policy and schemes implementations in the government
  • They are part of the crucial level of senior management in the government of India

Lateral Entry as Joint Secretary: Eligibility / Who can apply?

  • Government Employees (on deputation): Candidates from State Governments/Union Territories Administration, Central/State PSUs/Autonomous Bodies etc under state or central government are appointed on deputation (Including Short Term Contract)
  • Private Sector Professionals (on contract basis): Private sector employees from national / international / multinational organizations etc with 15 years of experience in fields such as Agriculture, Commerce, Revenue, Economic Affairs, New & Renewable Energy, Road Transport & Highways, Shipping, Financial Services, Environment & Forests and Civil Aviation
  • Age Limit: Applicant must be of 40 years of age as on 1st July 2018
  • Educational Qualification: Graduation from the recognized university in India. Post Graduation and PhD would be an advantage
  • Experience: Minimum 15 years of experience

Job Description & Responsibilities:

  • Policy formation, implementation and administration of various programs and schemes and projects
  • Specific job details and nature of work can be found on the respective departments official website

Duration of Contract/Deputation: Three years which can be extended to five years depending on performance.

Compensation:

  • Pay Scale: Rs. 1,44,200 – Rs. 2,18,200 per month (Level 14 of Pay Matrix)
  • Allowances: Allowanced and facilities applicable to the equivalent level in the Government of India
