Regularization of Illegal layouts/plots in the state

On September 1, 2020, Telangana government announced Layout Regularization scheme (LRS). Under this scheme, the illegal or unauthorized layouts/ plots in the state can be legalized. If at least 10% of the layout is sold through registered deed on or before August 26, 2020, then such plot is eligible for regularization on payment of penalty under the scheme. This scheme is open for all the land owners, private developers, firms, companies and property developers. The last date for receiving the applications under the scheme is October 15, 2020.

Scheme Objectives and Benefits:

  • The main objective of the scheme is to give an opportunity of regularization to the plot/layout owners
  • Legalisation of open/illegal/unauthorized layout is the main aim of the scheme
  • This scheme will enable the illegal plot owners to obtain approval for construction post regularization

Details and Functioning of the scheme:

  • This scheme was announced through government order by the Municipal administration and urban development department, Telangana
  • This scheme will be implemented in all Hyderabad Metropolitan Development Authority (HMDA), other urban development authorities, municipal corporations, municipalities and panchayats
  • This scheme will cover all the illegal plots/layout provided at least 10% of the same is sold through registered deed on or before August 26, 2020
  • No illegal plots will be allowed for regularization after the due date
  • Applicants can file regularization online or through citizen service centre by October 15, 2020
  • Individual plot owners have to pay Rs. 1000/- and Developers are required to pay Rs. 10,000/- for regularization
  • Basic regularization charges include betterment, development and layout scrutiny charges as well as penalty.
  • Along with the payment layout developers are also required to submit first page of the registered deed in case of unsold plot and sales deed in case of 10% sales of total plot/layout owned
  • No regularization of the layout and development activity in the water bodies like River or Nala, Full tank level of any lake, pond, cheruvu or kunta and in shikam lands, is allowed
  • The main reason for such restriction is that the water bodies are should be maintained as a recreational or green buffer zone.
  • No layout development activity is allowed for zones within 30 metres from the boundary of rivers/ lakes.
  • Regularization of plots/ layouts is a pre condition for registration/ sale of plots as well as for getting approval for building construction on such plots.
  • As per the GO, for less than 100 sq. m. plot regularization charges will be Rs. 200/- per sq. metre
  • For 101-300 sq. m. plot charges will be Rs. 400/- per sq. m 301-500 sq. m. will be charged Rs. 600 and Above 500 sq. m. plots will be charged Rs. 750/- per sq. m.
  • For slums the charges will be Rs. 5 per sq. m
  • These charges are to be deposited within 3 months or by Jan 31, 2021 whichever is earlier.
  • Charges can be paid either one time or in installations but within the prescribed time i.e. Jan 31, 2021, otherwise it will be considered invalid and unauthorized.
