The objective of the scheme is to protect, enhance and promote heritage sites, monuments and tourist places across India. Under this scheme public/private sector companies, corporate, citizens and individuals are invited by the governments to develop selected monuments, heritage and tourist sites across India. These private entities can enroll for the adoption and then develop these tourist sites and will be called as Monument Mitras. They will be given responsibility of providing and maintaining the basic amenities such drinking water, ease of access for the differently abled and senior citizens, standardized signage, cleanliness, public conveniences, illumination along with advanced amenities such as surveillance systems, night-viewing facilities and tourism facilitation centers. These funds can be used for adopting the monument under this scheme.

For the first five years, the sites/monuments are selected on the basis of the footfall and visibility. People or companies interested in participating in the scheme needs to apply and bid for the adoption. The selection will be made by the the oversight and vision committee co-chaired by the Tourism Secretary and Culture secretary. These bids are not financial bids. Also, this is a non-revenue generating scheme. To maintain and upkeeping of the sites it is essential for the Monument Mitras to spends his CSR funds.
