The Chief Minister of Bihar under its flagship program for development and good governance in Bihar has launched Mukhyamantri Nishchay Swayam Sahayata Bhata Yojana (MNSSBY) / मुख्यमंत्री निश्चय स्वयं सहायता भत्ता योजना for students and youth in the state. Under the scheme the government will provide financial assistance along with soft-skills trainings. The objective of the scheme is to support unemployed and poor youth while they are looking for employment or job opportunities and empower them with at-least basic soft skills.
Students and unemployed youth in the age group 20 to 25 will be given financial assistance of Rs. 1000 per month for two years along with soft-skills trainings such as spoken languages and basic computer education under Mukhyamantri Nishchay Swayam Sahayata Bhata Yojana (MNSSBY)
The scheme runs under 7 Nishay program with the motto of Arthik Hal, Yuwaoko Bal (७ निश्चय – आर्थिक हल, युवाओंको बल) launched by CM Nitish Kumar. The scheme is implemented by Education, Schemes and Development Department along with Labour Ministry of Government of Bihar.
Mukhyamantri Nishchay Swayam Sahayata Bhata Yojana (MNSSBY) Benefits:
- Stipend / unemployment allowance / बेरोजगारी भत्ता of Rs. 1000 to unemployed youth looking for job for two years
- Youth who are 12th pass and in the age group 20 to 25 years are eligible
- Soft skills trainings, languages and basic computer education
Mukhyamantri Nishchay Swayam Sahayata Bhata Yojana (MNSSBY) Eligibility / Who can apply?
- Applicants must be a resident of Bihar
- Applicant must be in the age group of 20 – 25 years and 12th/Inter pass
- Applicant must not be getting any other government benefits
- Applicants must not have any other income
- Language, communication and basic computer training is mandatory under the scheme if not completed then the applicant will not get 5 months stipend

- 12th/Inter certificate/mark sheet
- 10th/Metric certificate/mark sheet
- Address proof
- Bank passbook
- AADHAAR card
Mukhyamantri Nishchay Swayam Sahayata Bhata Yojana (MNSSBY): Step by Step Application Online Procedure
STEP 1: Students can apply online/offiline as well as using mobile app for MNSSBY (BSCCY online registration portal / Yuva Nischay Mobile App)
STEP 2: First you need to apply/register at click here
STEP 3: Provide your name, mobile number, email and click on Sent OTP button
STEP 4: You will receive OTP on your mobile and email id, provide OTP and click on Submit button to complete the registration
STEP 5: You will receive your user id and password via email, now click here to login to your account, login using your registration details
STEP 6: Once logged in provide all the personal details, educational details correctly
STEP 7: You will receive email regarding further procedure and the details of the Vasudha Kendra where you need to submit your application, application form and required documents list
STEP 8: Go to the Vasudha Kendra along with the printed application form, paste your passport size photograph and attach required documents and submit it there
