The Chief Minister of Bihar Shree. Nitish Kumar has announced a scheme Mukhyamantri Atyant Pichhda Varg Civil Seva Protsahan Yojana (MAPVCSPY) / मुख्यमंत्री अत्यंत पिछड़ा वर्ग सिविल सेवा प्रोहत्साहना योजना for civil service aspirants from the Extremely Backward Classes (EBC). The Government of Bihar will provide financial assistance to the candidates from Extremely Backward Classes (EBC) who crack the civil service preliminary tests conducted by the UPSC and the state public service commission.
The scheme was approved by the Bihar cabinet headed by the Chief Minister. Under the scheme the EBC candidates who who crack civil services preliminary test conducted by Union Service Public Services Commission for civil services will be given grant of Rs. 1 lakh. Candidates from Special Group clearing the PT conducted by BPSC will be given financial assistance of Rs. 50,000.

Mukhyamantri Atyant Pichhda Varg Civil Seva Protsahan Yojana (MAPVCSPY) Benefits:
- Financial assistance of Rs. 1 lakh to the candidates from Extremely Backward Classes who clears preliminary test of UPSC examination
- Financial assistance of Rs. 50 thousand to the candidates from Special Groups who clear Bihar Public Services Commissions (BPSC) Preliminary Test (PT)
- Financial assistance of Rs. 1000 per month to OBC and EBC students staying in Alpasankhyak Kalyan Chhatravas hostels
Mukhyamantri Atyant Pichhda Varg Civil Seva Protsahan Yojana (MAPVCSPY) Eligibility:
- Students who are residents of Bihar only are eligible for the scheme
- Students from Extremely Backward Classes (EBC) who cracked Preliminary Test in UPSC are eligible
- Students from Special Groups who cleared Preliminary Test in BPSC are eligible
- Students from EBC and OBC staying in Alpasankhyak Kalyan Chhatravas hostels only are eligible for monthly grant
The objective of the Mukhyamantri Atyant Pichhda Varg Civil Seva Protsahan Yojana (MAPVCSPY) is to encourage students from the backward classes to pursuive higher studies and take up civil services as their career options, come out of the poverty. There are 3,350 students staying in 33 Alpasankhyak Kalyan Chhatravas hostels across the state who will be benefited by the scheme. Government is planning to construct 11 more hostels and the number of students staying in the hostel will be increased to 5000 who will be benefited too with the scheme.
