Ministry of Human Resource Development (MHRD) launched Pragati and Saksham schemes which are implemented by All India Council for Technical Education (AICTE) across the country. Pragati scheme is aimed at providing financial assistance to the girls pursuing technical education and Saksham is aimed at providing assistance to the specially-abled students who wish to pursue higher education. Applications for the both schemes are invited every year through national e-scholarship portal (NSP) of Government of India. Currently central government has increased the scholarship amount for the students of Jammu and Kashmir under Pragati and Saksham schemes. The scholarship amount is increased from Rs. 5000 per annum to Rs. 50,000 per annum from this academic year, 2020-21.

Objectives and Benefits:
- The main objective of the scheme is to provide financial assistance to meritorious girl students and specially-abled students
- It will provide help to the students to meet their expenses for higher studies
- The National Scholarships Portal enables an easy process of acquiring scholarship online.
- This financial assistance will help the students with further studies without having financial constraints
- It will empower girls across the country and enable them to stand independently in future
- It will also enable the specially-abled students to pursue higher education as per their wish.
Eligibility:
- Only girl candidates are eligible under Pragati scheme
- Maximum 2 girl child per family are allowed
- Family income should not be more than 8 lakhs per annum
- Only specially-abled students with disability more than 40% are eligible under Saksham scheme
- Students should take admission in the AICTE approved institutions at Degree/ Diploma level
Pragati Scheme:
- It is a scholarship scheme for girls wishing to pursue Technical education at Degree/ Diploma level
- Scholarship amount will be provided as a total for the fees, purchase of books, equipment’s, vehicle, exam fees etc.
- There is a reservation for SC, ST and OBC candidates as 15%, 7.5% and 27% respectively.
- Documents required for applying under the scheme are Mark-sheets as applicable, Income certificate of the family, Admission letter as a proof of admission taken for technical education in Degree/ Diploma course
- Caste certificate, Aadhaar card and declaration by parents to certify the information is true, are mandatory required.
Saksham Scheme:
- It is a scholarship scheme for the specially-abled students for pursuing Technical higher education
- It aims at giving equal opportunities to such students to study as per their wish and have a successful future
- Students with more than 40% disability are eligible under the scheme
- Scholarship amount will be provided as a total for the fees, purchase of books, equipment’s, vehicle, exam fees, software for visually impaired etc.
- There is a reservation for SC, ST and OBC candidates as 15%, 7.5% and 27% respectively.
- Documents required for applying under the scheme are Mark-sheets as applicable, Income certificate of the family, Disability Certificate Admission letter as a proof of admission taken for technical education in Degree/ Diploma course
- Caste certificate, Aadhaar card and declaration by parents to certify the information is true, are mandatory required.
How to Register and Apply:
- For application, the students need to first register and apply on the national Scholarship Portal
- After initiation of application process a notice will be published on AICTE website
- Department of Technical education will then verify the application and then it will be approved.
- For applying on NSP, the students can visit the National Scholarship Portal @ scholarhsips.gov.in
- First the candidate is required to register him/her on the portal, click on New Registration. Read all the instructions and requirements, then tick the declaration and click on Continue
- Fill in the registration form displayed with details like name, domicile, state, DOB, gender, scheme type, bank account details, identification details, mobile no., email id.
- Enter the captcha code and click on Register
- After successful submission of registration form, an OTP and application ID will be sent to the registered mobile no.
- Proceed to login, after registration, enter the application ID, password and captcha. Click on login
- After logging in, candidate dashboard displays, check the details prefilled through registration form, fill the additional details as required and click on Submit.
- Candidate can take a printout of the fully filled application form for future reference.
- After this the approved status will be available on the AICTE portal. The candidate scan login and upload the documents @aicte-pragati-saksham-gov.in
Selection Process:
- Candidates will be selected on the basis of qualifying examination to pursue technical course from any AICTE approved institution
- As per eligibility and total no. of scholarships allotted, a State/ Union Territory wise merit list will be prepared
